In 1992, the Federal Aviation Administration decided to build their "Tracon" facility in the new Fox Bluff Corporate Center of Elgin. Paul Bednar, as the project manager for BCA in Elgin, was responsible for the preparation of the conceptual landscape plans as well as construction documents for an approximate $1 million cost. Hardscape design and planting was included in the project. Both privacy and site security were considerations in the design.
