In 2004, the Village of Sleepy Hollow commissioned Paul Bednar Planning & Design, Ltd. to be the Village Planning Consultant. One of the first tasks was to produce a PUD Ordinance as part of the Zoning Ordinance.

Additionally, the firm advised both the Plan Commission and Village Board of various site design issues and the code requirements for a proposed conservation design residential development.  This PUD incorporated small sized lots and large tracts of native landscaping. A new wastewater treatment wetland system was also part of the plan.
